TWO Years Without Dobbs (Roe) & NOW How We Are Impacting Legislative Change
Two years ago, the Supreme Court attacked you and stripped you of your right to choose what to do with your body. The Dobbs decision reduced your Constitutional right to bodily freedom to just another state matter, like car registration or highway maintenance. Before the Dobbs ruling, experts called Roe settled law. However, that ruling showed us nothing is secure because it opened the door to other precedents being broken.
On the second anniversary of the Dobbs decision:
14 states have a total abortion ban
6 states have early gestational limits
10 states have NO rape exceptions
6 states have NO exceptions for the health of the pregnant person
13 states have NO fatal fetal anomaly exceptions
Since that decision, The Womxn Project has evolved to organize more publicly around major areas that are more impacted by that decision in healthcare and we’ve had a number of legislative successes.
Health Care Provider Shield Act (2024) In the most recent legislative session, we were part of the coalition that helped make the Health Care Provider Shield Act law and lead the community action piece that was essential for so much of the people power. The Shield law protects Rhode Island health care workers from other states’ overreach when their citizens come to Rhode Island for healthcare that is banned in their own state.
Equality in Abortion Coverage Act (2023) In 2023, The Womxn Project was instrumental in ushering the Equality in Abortion Coverage Act (EACA) to the governor’s desk and building at 42 organizational coalition to do it. The EACA expanded abortion access in Rhode Island by including abortion coverage in our Medicaid program and in health plans offered to state employees and their families.
2023: (H5426A and S23B) The Womxn Project community helped pass a bill that protected the Affordable Care Act, codifying it into state law which gives us important security. The bill featured prohibitions on insurers denying coverage due to preexisting conditions or refusing to issue or renew an individual’s policy, protecting them even if they are sick
2024: (H7091 SubA) Safeguard against annual & lifetime limits in health coverage: Federal law prohibits health insurance from putting a limit on the total amount an insurance carrier will pay for a patient, meaning people are protected in the event of an expensive diagnosis. However, if the ACA’s status changes at the federal level, those limits could come back. Codifying this important ACA provision in Rhode Island law will ensure that Rhode Islanders won’t lose coverage when they need it the most, regardless of what happens in Washington.
As always working beyond legislation, we unapologetic use craftiness to make change. AND we call on you to use your superpower now, whatever that is, to help us do this to impact ‘inside and outside the building’ Meaning, we use creative activism to call attention and push for change, and it works!
THEN: When the Dobbs decision was leaked, The Womxn Project made a few phone calls and hundreds of people, like yourself, showed up on the State House lawn in protest to get the EACA passed in Rhode Island, to protect RIers.

We’re starting at the school committee level in each of Rhode Island’s 38 districts and working our way up to the state level. We’re recognizing this anniversary along with you, and holding in our hearts the incredible sense of community we felt two years ago on the State House lawn. The news was devastating, but our community was powerful. And it’s only grown more so now.
Hace dos años, la Corte Suprema te atacó y te quitó la habilidad de escoger qué puedes hacer con tu cuerpo. La decisión Dobbs redujo tu derecho Constitucional a la libertad corporal a otro asunto estatal, como la registración de un vehículo o mantenimiento de una carretera. Antes del fallo de Dobbs, los expertos consideraron a Roe a una ley establecida. Sin embargo, ese fallo nos mostró que nada es seguro porque abrió las puertas a que otros precedentes se quebraran.
En el segundo aniversario de la decisión de Dobbs:
14 estados tienen prohibición total del aborto
6 estados tienen límites de gestación temprana
10 estados NO tienen excepciones por violación
6 estados NO tienen excepciones para la salud de la persona embarazada

Desde esa decision, The Womxn Project ha evolucionado a investigar todos los temas alrededor de la autonomía corporal, lo cual también llamamos la libertad corporal, y hemos tenido varios éxitos.
Ley de la Igualdad en la Cobertura de Aborto En el 2023, The Womxn Project fue esencial en llevar la Ley de Igualdad de la Cobertura del Aborto (EACA) al escritorio del gobernador. La EACA amplio el acceso al aborto en Rhode Island al incluir la cobertura del aborto en nuestro programa de Medicaid y en planes de salud ofrecidos a empleados del estado y a sus familias.
Ley de Protección de Proveedores de Atención Médica En la sesión legislativa más reciente, fuimos parte de la coalición que ayudó asegurar que se aprobara la Ley de Protección de Proveedores de Atención Médica.
